The Swiss Federal Council has proposed changes to the law to create a power reserve in order to prevent an energy shortage. This is in response to the increased risk of a gas shortage due to the Ukraine conflict and technical problems in French nuclear power plants. The proposed measures include a water power reserve, the creation of reserve gas power plants, pooled emergency groups and heat-power coupling plants. All costs will be passed on to the end consumers. The Federal Council also decided that the electricity industry should not be obliged to reduce demand voluntarily. The proposed measures are intended to ensure that there is a sufficient power reserve in the medium and long term. This will help to prevent an energy shortage in Switzerland. The Federal Council is relying on voluntary measures to reduce demand, rather than imposing any obligations on the electricity industry.
