One day before the start of the World Economic Forum (WEF), Ukraine and Switzerland are organizing the 4th Ukraine Peace Formula Conference in Davos GR this Sunday. The national security advisors from around 90 countries that support Ukraine are meeting.
The meeting with around 500 participants will be chaired by Swiss Foreign Minister Ignazio Cassis and the head of the Ukrainian presidential office, Andrij Jermak. However, these are not actual peace talks. Russia is not taking part. The main purpose of the conference is to keep Ukraine's allies in line. And it is intended to show ways for a future agreement with Moscow.
The security advisors are discussing the future of Ukraine and the so-called peace formula with a ten-point plan for an end to the Russian war of aggression. The peace plan propagated by Ukrainian President Volodymyr Zelensky provides for the immediate withdrawal of all Russian troops from all occupied territories, among other things. In addition, all prisoners of war are to be released. Legal punishment of Russian politicians and military personnel for the war is also part of the plan. Russia had previously rejected the peace formula as "unrealistic".
Nuclear safety
According to the Swiss Foreign Ministry, the aim in Davos is to conclude the talks on principles for a lasting and just peace in Ukraine at security advisor level. The results presented by the working groups that discussed the principles of the peace formula will be discussed. The next steps will also be discussed. Switzerland is participating in particular in the working groups on "Nuclear Security", "Food Security" and "Confirmation of the End of the War".
The meeting will include panel discussions on food security and humanitarian aspects. Switzerland is involved in Ukraine with humanitarian aid, humanitarian demining and reconstruction aid. The process for reconstruction in Ukraine was launched in July 2022 at a conference in Lugano TI.
The authorities took rigorous security precautions for the meeting in Davos, as they do for the WEF: closed airspace, checkpoints, snipers and 52 kilometers of fencing are just a few of the measures. The police are supported by around 5000 members of the army.
By hosting the 4th National Security Advisors' Meeting, Switzerland is emphasizing the importance of dialogue in the search for a lasting and just peace in Ukraine, the Swiss Foreign Ministry wrote. The three previous meetings were held in Copenhagen, Jeddah in Saudi Arabia and Malta in 2023.
Selensky telephoned Amherd
Zelensky and President Viola Amherd had already spoken on the phone on Friday. According to the Ukrainian President's Office, they discussed bilateral measures. It did not provide any more specific details. Zelensky also thanked Switzerland for its support for Ukraine and for organizing the conference in Davos.
According to the organizers, Zelensky himself wants to appear in person at the WEF in Davos on Tuesday and give a speech. He also wants to meet with government representatives and continue to campaign for Western military aid. Details of his visit plan were not made public in advance for security reasons.
