Cheating in employment in the administration of the City of Geneva

Following the revelations about problematic employment at the Department of Planning, Construction and Mobility (DACM), the City of Geneva has reacted. The co-director is suspended and three employees are dismissed.

This decision was taken unanimously by the city council (executive) on Monday following an extraordinary meeting, as announced on Tuesday. The head of the financial control department is to complete the current audits, but may also carry out further investigations.

At the end of March, the "Tribune de Genève" newspaper revealed that the co-director of the DACM had hired her half-sister for a position as communications officer without disclosing the family relationship. This also made it possible to hire a couple from near Paris who lied about their place of residence in order to circumvent the regulations. The contracts of these three people were terminated.

Wrong home address

Councillor Daniel Sormanni (MCG) was the first to denounce the affair and was surprised that the Frenchman, who was hired as deputy director in mid-March, came from so far away. The municipal regulations provide for a fixed residence area for staff, which includes part of neighboring France and the canton of Vaud.

The "Tribune de Genève" found out that this new director of the investment finance plan is the partner of a DACM employee who had been hired as an urban planner nine months earlier. According to "Léman bleu", this couple circumvented the regulations by using the address of a farm in Genolier VD, which belongs to the father-in-law of the co-director of the department.

The co-director had also used this incorrect residential address in 2019, even though she lived in Yverdon VD, i.e. outside the area where staff must reside according to the regulations. "In this case, there was obviously a network of cronyism. It remains to be seen who is behind it and whether the magistrate knew about it," said Sormanni at the request of the Keystone-SDA news agency.
