The Council of States can decide on the future funding of daycare centers. Its responsible committee has adopted its model with childcare allowances and wants to oppose the proposal to the daycare initiative.

The solution proposed by the Council of States' Committee for Science, Education and Culture (WBK-S) is based on the Family Allowances Act and differs from the National Council's proposal in this respect. A new childcare allowance is intended to partially cover parents' costs for supplementary childcare.

The majority of the WBK-S wants to grant the allowance for all children up to the age of 8 who are cared for in institutions. The childcare allowance should amount to at least CHF 100 per month. The allowance should increase by CHF 50 for each additional half day of care.

According to the majority, the cantons should decide on the financing of the allowance. This is already the case with family allowances. The Council of States will discuss the bill in December.
