Expert Calls for Case Management for Young People Without Training

Thomas Bolli, director of the Swiss Education Lab at the ETH Zurich professorship for educational systems, believes that a case-management system should be put in place for those without a vocational qualification or a high school diploma. This system should provide guidance to those affected and help them to pursue further education, otherwise they risk ending up on social welfare or disability insurance. Despite a last year's failure rate of over nine percent, Bolli does not see the vocational training model as being in danger. He believes that a high failure rate could be a sign of a high quality standard rather than a sign of a poor vocational training.
