Federal Council approves definitive compensation payments for 2024

On Wednesday, the Federal Council approved the new financial equalization payments to the cantons for 2024. As announced in June, they will increase by CHF 305 million to CHF 5.9 billion. The cantons had until the end of September to comment on the calculations.
Of the equalization payments, CHF 4.5 billion is attributable to the equalization of resources and CHF 0.9 billion to the equalization of burdens. Payments for temporary measures amount to CHF 0.5 billion and now also include supplementary contributions.
The aim of the resource equalization is to guarantee that each canton has at least 86.5% of the financial resources of the Swiss average. The years 2018, 2019 and 2020 are decisive for the calculation of the 2024 resource equalization.
In absolute figures, the largest net payer is Zurich with around CHF 462 million. Bern receives the most money, namely around CHF 1.3 billion.
In addition to Zurich, the cantons of Schwyz, Nidwalden, Obwalden, Zug, Basel-Stadt and Geneva are also net contributors. However, at CHF 2,970 per capita, Zug pays far more into the equalization pot than Zurich with CHF 300.
The urban cantons of Basel-Stadt and Geneva contribute CHF 672 and CHF 394 per capita respectively. All other cantons are net recipients. Following Bern on the list of the largest recipients is Valais with 884 million francs. At CHF 2506 per person, the canton thus receives the most money per capita. In Bern, the figure is CHF 1,248 per person. Other recipient cantons are Fribourg with CHF 617 million or CHF 1917 per person. In Jura, the figure is CHF 2191 per capita.
