Federal Statistical Office plans to modernize infrastructure by 2027

The Federal Statistical Office wants to modernize its technical infrastructure in preparation for the 2027 federal elections. Data deliveries by the cantons are also to be standardized, as the Federal Statistical Office announced in a report on Thursday in response to an administrative investigation into the glitch in the 2023 elections.

The Federal Statistical Office (FSO) also announced that one of the two sub-projects would implement the recommendations relating to the technical conditions. This includes setting up a server environment and updating the software for system control and data processing.

The aim is to replace the existing system with a modern and efficient infrastructure. This should offer extensive testing possibilities in order to be able to avoid peak loads on election Sundays and at the same time allow manual interventions. These would be carried out in the event of unexpected technical problems on election Sundays.

After the elections on October 22, the FSO published incorrect figures on national party strengths and only corrected them three days later. A programming error in an import script was the reason why votes had been counted more than once in three cantons. The FSO section concerned would also have needed more control staff for tests.

In the other sub-project, the FSO will work with the cantons to develop a new common data standard, it was reported on Thursday. The aim is to adopt this in 2025. The FSO will ensure uniform implementation.

A coordination group consisting of representatives from the Confederation and all cantons has also been set up to oversee the project. The FSO's goal is for all cantons to use standardized formats for elections by 2027, FSO Director Georges-Simon Ulrich said a few months ago.
