Jura parliament approves creation of the district of Moutier

On Wednesday, the Jura parliament approved the bill to create a fourth district. This brings the transfer of Moutier BE to the canton of Jura one step closer.
The bill to amend the Jura Constitution on the creation of the district of Moutier was clearly approved by Parliament by 57 votes to one.
If the population approves the constitutional amendment next November, the canton of Jura will have a fourth district consisting solely of the municipality of Moutier from January 1, 2026. On this date, Moutier will move from the canton of Bern to the canton of Jura.
The city of Moutier would form a constituency for the Jura parliamentary elections and elect seven of the 60 members of parliament for a five-year legislative term in the fall 2025 elections. Accordingly, the three other districts of Delsberg, Pruntrut and Franches-Montagnes will be able to send fewer parliamentarians to the cantonal parliament than before.
In a second step, the canton of Jura must define a new method for distributing parliamentary seats in order to comply with the case law of the Federal Supreme Court. In the long term, Moutier will not have enough inhabitants to form its own constituency.
The government wants to examine various options, including the creation of a single constituency for the entire canton.
