Lisa Mazzone (Greens): The right to a healthy environment is a fundamental right

For the Greens, the ruling of the European Court of Human Rights (ECHR) represents a paradigm shift. According to the ruling, the right to a healthy environment is a fundamental right, said party president Lisa Mazzone.

It is the first such ruling for a country, Mazzone told the media in Bern on Tuesday. It sets a clear and binding target, but leaves the means to achieve it open. For the Greens, the provisions of the Climate Protection Act, which was approved at the ballot box last year, are not enough.

There are no emissions targets for agriculture, the financial sector and aviation, said Green Party leader Aline Trede (BE). Nor does Switzerland have the carbon budget previously demanded by the Greens. This must also include gray emissions.

The Greens are also calling for a climate impact assessment and a CO2 impact assessment for new and revised laws and a basis for the admissibility of climate-related lawsuits. In future, legal action should no longer have to be linked to being directly affected, said Trede.

The Greens want to take up their demands with motions and request a special session of the Swiss parliament in the summer session. They also want the Federal Council to present a plan for implementing the Strasbourg ruling within six months.
