In addition to a popular majority, initiatives also require a majority of the cantons in at least twelve cantons. In the case of the initiative for a 13th AHV pension, this is considered uncertain, as shown by the SRG-SSR trend survey data published on Wednesday, a good two weeks before the vote.
The poll in mid-February showed a narrow majority of 53% in favor of the "For a better life in old age" initiative (13th AHV pension). An analysis of the data revealed a similar majority pattern as for the care initiative, as SRG SSR reported.
The care initiative received a 61% yes vote nationwide. 22.5 out of 23 states voted in favor. Calculated on the basis of the 53% approval for the 13th AHV pension, this would mean 15 votes in favor.
On the other hand, the Responsible Business Initiative, which was defeated by the cantons, achieved a popular majority of 50.6% and 8.5% of the vote. In the second wave of the SRG-SSR trend survey, cantons that voted no to the 13th AHV pension at the time, such as Solothurn and Basel-Landschaft, showed clear yes majorities.
However, Zurich was less clearly in the Yes majority in the current trend survey than in the corporate responsibility initiative. The canton is therefore considered uncertain.
The research institute responsible for the survey, gfs.bern, once again rated three typical cantons as unsafe: Glarus, Lucerne and Schaffhausen. Graubünden is also unsafe.
With a nationwide Yes vote share of 53%, the assessment shows a Yes tendency for 10 cantons and a No tendency for 8. With five uncertain cantons, the majority of the cantons could still lean to either side.
