National Council approves new torture goods law

The federal government's new Torture Bill has cleared its first hurdle: On Thursday, the National Council approved the decree presented by the Federal Council last September.
With the new law, the federal government wants to regulate the import, transit and export of goods that can be used for the execution of the death penalty in addition to torture. Materials that can be used for other cruel, inhuman or degrading treatment or punishment are also to be covered by the law.
With this bill, the Federal Council wants to implement the Council of Europe's recommendation on the control of goods that could be used for torture or the execution of the death penalty. The Federal Council's draft legislation is based on the EU Anti-Torture Regulation.
A minority of the National Council's preliminary consultation committee requested that the decree not be adopted. Its spokesperson Manfred Bühler (SVP/BE) said that this minority believed that the current legislation was sufficient.
