The Foreign Affairs Committee of the National Council (FAC-N) has left open the question of whether only a majority of the people or also a majority of the cantons should be required at the end of the EU negotiations. It is up to the Federal Council to clarify this question - as soon as the definitive negotiating mandate is available.
This is what APK-N President Laurent Wehrli (FDP/VD) told the media in Bern on Tuesday. The responsible National Council committee had only decided on the basic support for the draft negotiating mandate, but not on the voting procedure and content issues.
It is only a mandate and the outcome of the negotiations will be decisive, "all in good time", said Wehrli. The current draft mandate is "serious, realistic and acceptable". APK-N Vice-President Sibel Arslan (Greens/BS) explained that the majority welcomed the path taken by the Federal Council. Stable relations with the EU are important.
The Commission is of the opinion that further developments are necessary in four areas: Wage protection, free movement of persons, international rail traffic and the electricity agreement. The clarifications and recommendations put forward by the APK-N are "not red lines", emphasized Arslan. "We will not rush ahead."
