Farmers should receive the same level of federal support from 2026 to 2029 as in the current period. This is the demand of a National Council committee. It is opposing the Federal Council's plans to reduce the payment framework by 1.6%.
Specifically, the Finance Committee of the National Council (FK-N) has requested that the payment framework requested by the Federal Council for the promotion of production and sales and for the payment of direct payments be increased by a total of CHF 230 million, as announced by the parliamentary services on Tuesday. This should provide agriculture with exactly the same amount of funding from 2026 as in the current financing period.
The Federal Council wants to set the payment framework at around CHF 13.8 billion. In the original federal resolution, the national government wanted to reduce funding by a total of 2.5% compared to the period from 2022 to 2025. In the end, it proposed a reduction of 1.6 percent. According to the published dispatch, agriculture would also have to make a contribution to reducing the burden on the ordinary budget by around two billion francs and to complying with the debt brake.
The FK-N does not want to know anything about this. It should not be the case that the only area to be cut in the multi-year financial decisions is agriculture, according to the press release. Zero growth compared to the 2022-2025 period is appropriate.
A minority of the Commission is requesting further increases. Other minorities want to follow the Federal Council or reduce the payment framework more than requested by the national government.
