National Council defines the priorities for the current legislative period

The planning for the current legislative period is on the home straight. On Wednesday, the National Council abandoned many of its original amendments. Now the Council of States still has to deal with the compromise proposal of the Unification Conference.
With the legislative planning for 2023 to 2027, Parliament gives the Federal Council its wishes for the next four years. The guidelines form a framework for the work of the federal government. Completed and unfinished measures are reported in the Federal Council's annual business report. The planning instrument has no further consequences.
In addition to relations with the EU, finances and climate protection, the Federal Council is focusing on new challenges such as artificial intelligence, crisis management, energy supply and the reconstruction of Ukraine.
Financial transaction tax not on the agenda
After one consultation each on the planning instrument, the National Council and the Council of States were unable to reach agreement. In April, the upper chamber added numerous additional goals and measures. However, the Council of States subsequently deleted a number of points. The bill therefore went to the conciliation conference.
Their proposals were largely based on the slimmed-down version of the Council of States. For example, the demand for a financial transaction tax to finance the AHV was removed. The message initially demanded by the National Council for the abolition of the AHV pension cap for married couples will also not be included in the plans. The review of the SRG license introduced by the National Council has also been deleted.
Only four proposals from the agreement conference were controversial in the National Council. In the end, the large chamber voted in favour of adopting a national strategy for further education and vocational training, for defining the framework conditions for the next national exhibition and for an adjustment to the social security system in favour of cultural workers.
On Thursday, the Council of States will make its final decision on the legislative planning.
