Neuchâtel reports surplus of 1.7 million francs

The canton of Neunburg is in the black for the fourth time in a row. With total expenditure of CHF 2.4 billion, the 2023 state accounts close with a small surplus of CHF 1.7 million. A deficit of 13.6 million francs was budgeted.
Government President Alain Ribaux (FDP) and Finance Director Crystel Graf (FDP) presented the annual accounts to the media on Monday. This good result was achieved despite several deteriorations, they said. However, the canton must remain thrifty in the future.
The loss of the budgeted profit share from the Swiss National Bank (SNB) resulted in a minus of CHF 27.3 million. The additional credit of CHF 34.5 million granted during the year for healthcare facilities following the coronavirus pandemic and the cost-of-living adjustment for state employees also had a negative impact on the result. The consequences of the Ukraine and energy crisis worsened the result by CHF 7.6 million.
Higher tax revenues
On the other hand, the canton of Neuchâtel benefited from higher tax revenue (+102.9 million francs) thanks to the favorable economic situation and falling unemployment. In particular, direct taxes on natural persons (+44.2 million) and legal entities (+47.5 million) developed positively. The canton's share of direct federal tax was CHF 30.6 million higher than the budgeted amount.
Net investments amounted to CHF 86.2 million in 2023. This is 31.6 million less than budgeted, but 26.8 million more than in the previous year. However, at 55.27%, the canton did not achieve the minimum self-financing ratio for investments of 70% in the past financial year.
Liabilities amounted to CHF 1.8 billion at the end of 2023. This corresponds to an increase of CHF 24.3 million compared to 2022. This increase is offset by a decrease in the liquidity volume of CHF 104.5 million.
