Parliament says yes to planning basis for nuclear research center

The nuclear research center Cern will be able to plan infrastructure projects in the Swiss-French border region more easily and quickly in future. After the National Council, the Council of States also approved the corresponding legislative amendments on Thursday.

The small chamber approved the amendments to the Act on the Promotion of Research and Innovation by 32 votes to 0 with no abstentions. Due to two amendments on minor points, the matter will now go back to the National Council.

The bill makes it possible to draw up a sectoral plan for Cern. The Federal Council wrote in the dispatch that construction projects on Cern plots could only be implemented after a procedure lasting around eight years, for which Geneva is responsible. These usual time limits for spatial planning could run counter to the rapid need for developments at Cern.

90 percent of Cern is located in France, the rest in the canton of Geneva. The sectoral plan procedure will be carried out in consultation with this canton. The amendment to the law also regulates the competencies of the Confederation and the Canton of Geneva. The federal government will be given powers that currently lie with the canton.
