Schaffhausen residents decide on indoor swimming pool and special financial pots

On November 19, voters in the canton of Schaffhausen will decide on a contribution of CHF 12 million towards a new indoor swimming pool. Stricter rules for fiscal policy reserves and immediate measures for minimum taxation of companies will also be put to the vote.

The costs of the new construction project of the Schaffhausen ice rink and swimming pool cooperative (KSS) are estimated at 80 million francs. In addition to the canton's contribution, the city is also expected to pay money. On the same Sunday, the voters of the city of Schaffhausen will therefore vote. There, a municipal contribution of just under 32 million francs is at stake.

The rest of the money is to come from the Jakob and Emma Windler Foundation based in Stein am Rhein SH. The planned new building will replace the current indoor swimming pool, which was opened in 1972. The loan proposals were undisputed in the city and cantonal parliaments. There are no committees opposing the proposals.

No more special pots for all sorts of things

The people of Schaffhausen will also decide on a revision of the Financial Budget Act. Since 2017, the canton and the municipalities have been able to create reserves to balance out temporary fluctuations in the annual accounts or to finance major projects.

However, the rules governing this are now to become more restrictive and the possibilities for creating such reserves would be limited. This means that there will no longer be special pots for all sorts of things.

The third proposal is an amendment to the Tax Act. This includes immediate measures with regard to the internationally agreed minimum taxation of 15 percent of the profits of large corporate groups. Specifically, it involves a slight increase in profit tax for high-earning companies. This means that the minimum taxation of 15 percent will be achieved for these companies.
