The Swiss government has acknowledged the Russian President Vladimir Putin's decree to freeze the double taxation agreement. The Swiss Federal Department of International Finance (SIF) stated that the Russian decision to suspend the provisions of the double taxation agreement had not been communicated to Switzerland through the usual diplomatic channels. The Swiss government assumes that the double taxation agreement with Russia is still applicable bilaterally. The list of agreements suspended by Putin includes the agreement between the Swiss Confederation and the Russian Federation to avoid double taxation on income and capital from November 15, 1995. It also affects double taxation agreements with the USA and several EU countries, a total of over 30 countries. Moscow justified the step with alleged "violations of the legitimate economic and other interests of the Russian Federation". Putin ordered the government to draft a corresponding bill and submit it to parliament. The Kremlin has now branded 50 countries, including Switzerland, the whole EU, the USA and Australia, as "unfriendly states".
