The Council of States Leaves the Dispute Over Psychotherapy to the Bargaining Partners

The Swiss Ständerat has rejected a motion from the Nationalrat that would have required health insurance companies to pay for services provided by psychotherapists in training. The Ständerat agreed with the opinion of its Commission for Social Security and Health (SGK-S) that a regulation on the level of ordinance would take a lot of time and would have to be specified by the tariff partners. The motion was related to a system change for psychological psychotherapists, whose services will be covered by the basic insurance from mid-2022 if certain conditions are met. According to Santésuisse, the legal basis is not sufficient for psychotherapists in training to be able to bill their services through the basic insurance. The association filed a complaint with the Federal Administrative Court. The Ständerat voted 24 to 12 with 2 abstentions to reject the motion. Swiss President and Health Minister Alain Berset also spoke in favour of a no vote on behalf of the federal government, as a yes vote could risk slowing down the negotiations between the tariff partners.nnnnnnnnnnnnnnnnnnnnnnnnnn
