The Swiss Federal Council has proposed a payment framework of 13.67 billion Swiss francs for the years 2026 to 2029 for agricultural spending, which is 2.5% less than the years 2022 to 2025. The Council wants to use the funds to support the adaptation of agricultural production to climate change, as well as for structural improvements and the breeding of disease-resistant varieties and sustainable plant protection. The necessary funds will be made available through reallocations from the payment framework, direct payments and production and sales. The Council has opened a consultation period until 24 January 2024. Payment frameworks are maximum amounts of budget credits set by the Parliament for certain expenses for several years. The definitive credits must be requested and approved by the Councils in the budget.
