The Federal Council Will Make Physiotherapy Rates More Transparent

The Swiss Federal Council has decided to send two tariff structure variants to the consultation in order to reduce costs in outpatient physiotherapy. The first variant proposes to supplement the existing session flat rates for general and complex physiotherapy with a minimum session duration and to introduce an additional flat rate for a short session. The second variant proposes to replace the existing flat rates with a new basic flat rate (session time of at least twenty minutes) and a new position for each additional five minutes of session time. Both variants would have the consequence that the session duration in outpatient physiotherapy would have to be clearly stated in the future. This would also increase transparency for patients, who would be able to better control the services billed. The aim of the Federal Council's new tariff structure is to dampen costs. In recent years, these have risen disproportionately. The gross costs per insured person for all services of the compulsory health insurance rose on average by 2.8 percent annually between 2011 and 2021. In the case of outpatient physiotherapy, the average cost increase was 6.9 percent annually. The Federal Council can set the tariffs for physiotherapy by ordinance, as the tariff partners - the health insurance funds and the health associations - have not been able to agree on a tariff structure for years. A proposal submitted in 2016 failed due to the resistance of the two physiotherapist associations. The new tariff structure of the Federal Council is to come into force on 1.1.2025.nnnnnnnnnn
