Ticino parliament restricts approval of Spitex organizations

On Tuesday evening, the Ticino cantonal parliament approved a restriction on the admission of Spitex organizations. The Ticino government wants to curb the growth in healthcare costs with this amendment to the law.

The Ticino Grand Council approved the amendment to the law by 52 votes in favor, 13 against and nine abstentions. The adoption was preceded by only a brief debate.

The background to this measure is an amendment to the Federal Health Insurance Act (KVG). The new Article 55b, which came into force on 1 July, allows the cantons to introduce a moratorium on granting new operating licenses to Spitex organizations. This is based on the popular initiative "For strong care", which was adopted in November 2021.

As the Ticino government states in its message, the average expenditure per insured person in the area of home care in Ticino is among the highest in Switzerland.

In the last ten years, home care in the southern canton has also recorded the highest growth in Switzerland as a whole. According to government figures, home care has increased by 85% on average in Switzerland, but by 153% in the canton of Ticino.
