UN Human Rights Council Adopts Resolution on Death Penalty

The Swiss government has achieved a diplomatic success in the United Nations Human Rights Council by helping to pass a resolution on the death penalty. After five weeks of negotiations, the resolution was passed with 28 votes in favour, 11 against and 7 abstentions. The resolution focuses on human rights violations related to the death penalty and suggests international standards to limit its application. It calls on countries with the death penalty to abolish its mandatory imposition for certain offences.
The workload of the UN Human Rights Council has increased due to more frequent and longer crises. The situation in Sudan has deteriorated since the special session in May. The Swiss government supported a resolution to send a special mission to investigate human rights violations in Sudan. Another central topic was Russia, with the Swiss expressing concern about the repression of media, human rights defenders and civil society. The Human Rights Council appointed Swiss Nicolas Levrat as the Special Rapporteur on Minority Rights. He is the Director of the Global Studies Institute at the University of Geneva.
