Zug will have to pay the most into the financial equalization scheme in 2025

The canton of Zug will have to contribute more to financial equalization next year than in the current year. The canton of Zurich, on the other hand, will be relieved. In total, 16 cantons will have to pay more or receive less per capita in 2025. Nine cantons will receive more or have to pay less.

In total, financial equalization payments will increase by CHF 284 million compared to the previous year to CHF 6.2 billion, as announced by the Federal Finance Administration (FFA) on Tuesday. CHF 4.2 billion of this will be paid by the Confederation. These calculations will now be submitted to the cantons for their comments.

In this context, the FFA speaks of a sharp increase. This is due in particular to greater disparities, i.e. greater differences in resources between the cantons.

Train overtakes Zurich

The canton of Zug will be burdened the most next year with around CHF 431 million. This is 48 million more than last year. Zug is thus overtaking Zurich, the largest donor canton to date, which will have to pay in around 43 million less next year at 419 million.

Bern remains the largest recipient canton. At CHF 1.433 billion, it will receive CHF 132 million more than in 2024. The canton of Schaffhausen is now also one of the cantons that will have to pay into the financial equalization scheme. It had previously benefited from this.

Neuchâtel benefits the most

Compared to 2024, the additional expenditure per inhabitant is highest in the cantons of Zug (CHF 351 more), Schwyz (CHF 185 more) and Basel-Stadt (CHF 148 more).

The additional revenue per capita is highest in the cantons of Neuchâtel (CHF 235 more), St. Gallen (CHF 134 more per capita) and Bern (CHF 121 more per capita).

Resource equalization

The equalization of resources is the most important component of financial equalization. Its aim is to provide resource-poor cantons with sufficient funds. In 2025, these equalization payments to the resource-poor cantons will increase by CHF 331 million or 7.3% compared to the previous year to a total of CHF 4.8 billion. This amount will be financed 60 percent by the federal government and 40 percent by the resource-rich cantons.

According to the FFA, the tax assessment years 2019, 2020 and 2021 are decisive for the calculation of the 2025 resource equalization.

Equalization of burdens

In addition to the equalization of resources, there are the two equalization of burdens: cantons that are excessively burdened due to their central function or their terrain are relieved.

The federal government's contribution to the equalization of burdens will total CHF 911 million in 2025. The increase of CHF 11 million compared to the previous year is due to the adjustment of ordinary contributions in line with inflation, according to the FFA.

The report will now be submitted to the cantons for comment. The Federal Council will then amend the Ordinance on the Equalization of Finances and Burdens accordingly and bring it into force on January 1, 2025.
